Indiana safety Louis Moore is eligible to play in the first two games of the 2025 season after a Texas judge extended his temporary restraining order against the NCAA to Sept. 10.
But Moore’s eligibility for the remainder of the 2025 season, beginning with a Friday, Sept. 12 game vs. Indiana State, remains in question.
Moore had been widely viewed as IU’s starting free safety before the NCAA lawsuit.
This latest development leaves the IU staff in a challenging situation, as they must decide whether and/or how much to play Moore in the first two games while facing the possibility he won’t be available for the rest of the season. They could choose to give less experienced players like Bryson Bonds and Byron Baldwin more snaps to prepare for the potential loss of Moore.
Indiana is a considerable favorite to win their first two games irrespective of Moore’s playing time.
On Wednesday the judge heard but did not conclude on the NCAA’s argument that the Texas court did not have jurisdiction (special appearance). The court did not get to Moore’s application for a temporary injunction (which if approved would deem him eligible for the 2025 season).
Here is what Judge Dale Tillery wrote in a document published on the Dallas County, Texas Courts Portal, effectively extending the matter to Sept. 10:
On August 27, 2025, this Court heard Defendant’s (NCAA’s) Special Appearance, but did not reach the merits of Plaintiff’s (Moore’s) Application for Temporary Injunction. This Court ORDERS that this Court’s August 13, 2025 Temporary Restraining Order is EXTENDED in all respects until 9 a.m. on September 10, 2025.
Defendant is ORDERED to produce all contracts with any Texas resident including all contracts that would otherwise be performed in whole or in part in the State of Texas including revenue sharing agreements, subject to any objections that Defendant may raise.
For the avoidance of doubt, this ORDER does not waive any objections Defendant may need to lodge in response to Plaintiff’s discovery. Defendant is ORDERED to produce corporate representative for deposition, who shall be generally knowledgeable on the NCAA’s contacts with Texas. The deposition is limited to 2 hours on the record.
Plaintiff is granted LEAVE to supplement the Special Appearance record before the September 10, 2025 hearing. The Special Appearance hearing is CONTINUED until September 10, 2025. At that time, this Court will hear the Special Appearance followed by the Plaintiffs Application for Temporary Injunction.
